MONITORING OF INCINERATOR EMISSIONS VERCELLI

I paid much attention to the incinerator the city, dedicating several questions, most of which focussed on the problem of the now ancient monitors the emissions system, located just outside of our city.

OBJECT QUESTION: Publishing emissions data of ancient incinerator Vercelli. The undersigned

WHEREAS
the incinerator in Vercelli, located in proximity of the city, is now in operation for over 30 years, at least for the first two lines came into operation in 1977.
SINCE
at the meeting of the technical board for the rehabilitation / safety of the incinerator, which was held July 22, 2010, the representative of Athena Heritage said that there is not obsolescence of the plant and that therefore, its functionality can be expected beyond the date of December 31, 2012 as reported by news sources.
CONSIDERED THAT
the incinerator Vercelli has a Emission Monitoring System (EMS), which measures and records continuously the concentration of various parameters (resp. Question of 07/12/2009 Prot. 50937);
• The EMS system is operating in the second half of 2002 due to the resolution of the Provincial No 17695 of 4 May 1999 (resp. Question of 17/02/2010 Prot. 5912);
· data of emissions of other incinerators have been made public for years on websites such as from 2002 the emissions from the installation of Pietrasanta (CO) operated by Veolia own SpA, the same company that manages to Vercelli;
· the Administration City on December 7, 2009 stated that it would decide soon on its website to publish the data in question (resp. Question prot. 50937) on February 2, 2010 as a result of the possibility expressed by the Administration had also filed a petition in which the petitioners asked that the data of the plant's emissions of Vercelli were also made public on the website of the municipality.

THE OLD BOILER

Anna and James were happy the day that they had rented their accommodation into that house on the outskirts. James was a laborer, and Anna worked in a nursery school, had two decent salaries, but with the children the money is never enough. The apartment was on the top floor, looked in their eyes a small penthouse overlooking the beautiful countryside surrounding the city. A great place to bring up two children. Sure the rent was not really cheap, but some sacrifices are made willingly for their children: Francesca and Andrea. There were many expectations that, like all parents, they placed on them and were glad of those sacrifices.
The facility was nice, neither too large nor small, just as the city where they lived. Cities that had both loved it, they say, the right size where almost everyone knows everyone and it was quiet, maybe too much in some cases. The accommodation was in proportion to their needs, but there was the question of the old boiler to change, but the owners had assured that he would soon solve the problem. Even say that geothermal energy could be open a trail that would pass under the house and the house has thus become established. How lucky they thought kidding Anna and James, paying a rental only they could have also have the advantages of a home in the mountains. But the assembly passed
condominium and the owners of the building never take decisions. But all this time, the chimney still smoking just near the apartment. Also
Francesca and Andrea had a little cough in the years in most of their friends, but nobody could say if it was because of smoke from the chimney of the old boiler.
